About Peace Dividend Trust (PDT):

Peace Dividend Trust is an international NGO
headquartered in Canada.  PDT is dedicated to
making peace and humanitarian operations more
efficient, effective and equitable, delivering a
stronger peace and a larger peace dividend.  The
Timor-Leste project is funded by AusAID.

Responsibilities:

PDT requires a lateral thinking social
entrepreneur to manage a several service lines
across its Peace Dividend Marketplace project in
Timor-Leste – depending on skill set.  These activities include:

1.       tender distribution (center and a system
for dissemination of tenders to businesses)
2.       matchmaking (linking large international buyers with local sellers)
3.       micro-matchmaking; (linking
international buyers with local sellers in the districts)
4.       trade expositions:  (facilitation of sectoral trade expositions)

General responsibility is to manage national
staff teams and coordinate with other senior
staff in the execution of the designated range of
Peace Dividend Marketplace activities in Dili and
all districts. Line supervision is to the Country Director.

Specific responsibilities include:
* Managing and advising national staff.
* Building and maintaining key relationships
with Government, NGO, private sector and international agency stakeholders.
* With the national project associates,
organizing daily implementation of activities.
* With the national project associates,
monitoring and reporting on targets and results.
* With the national project associates,
coordinating activities with other services lines.
* Representing PDT externally as and when necessary / required.

Minimum Qualifications:
·         Masters degree in a relevant field of study
·         Minimum 5 years applicable and
practical experience in relevant areas (business
development, implementation of surveys, database
management, capacity building, and/or development in Timor-Leste).
·         Experience in project management..
·         Experience in team leadership.
·         Substantive field experience in post
conflict settings – preferably familiar with Timor-Leste context.
·         Must have ability to multi-task,
problem solve, and pay attention to detail.
·         Able to work effectively in English and Tetun or Bahasa Indonesian.

Location:  Dili based with some travel to the districts

Duration:  through 30 August 2008 and beyond dependent on donor funding.

Context

The Peace Dividend Marketplace (PDM) project is
an innovative approach to increase the economic
impact, and the resulting peace dividend, of the
international aid and humanitarian presence in
Timor-Leste.  This project intends to expand the
local economic footprint of the UN and
international agencies while simultaneously
decreasing the operating costs of the
missions.  This can serve to channel additional
millions into the host economy, create jobs, and
build capacity. The PDM project will have five
main components: an online procurement directory,
matchmaking services, a tender distribution
center, and a training and outreach program, and
advocacy. This concept has been piloted in Kabul,
Afghanistan since 2005.  The Timor-Leste approach
has been adapted to local circumstances but remains similar in principle.
