Judge: Court postpones trial for suspects in Fatu Ahi case: Judge Ivo confirmed that the Dili District Court has postponed judicial proceedings against the suspects accused of being involved in the fighting led by the late Major Alfredo Reinado Alves against the F-FDTL in Fatu-Ahi on 23 May, 2006.  “The judicial proceedings against the suspects were postponed because three of the other suspects did not appear,” said Judge Ivo.

Zero tolerance for medical officers who sexually violate patients: The Minister of Health, Rui Martins, has said that he will fire any of his staff who commit sexual violations. “The Health Ministry will not tolerate medical officers who sexually violates any patient,” said the Minister after the issue was raised by Fretilin MP Ososrio Soares at the National Parliament on Wednesday (31/3). Fretilin opposes PM’s ‘Fragile, not Failed State’ statement: Fretilin MP Joaquim dos Santos has come out against the Prime Minter’s statement that defined Timor-Leste in terms of a ‘failed’ or ‘fragile’ state. “According to me, Timor-Leste is a normal State. Not a failed or fragile State. Be weary of people who are trying to reduce Timor-Leste to the level of a failed State,” said Mr dos Santos on Tuesday (1/4) at the National Parliament. (STL)

Judge: No law forbids PGR from negotiating surrender with rebels: Judge Ivor Roza Baptista has said that there is no law forbidding the Prosecutor-General from negotiating a surrender with the rebels. She said this in response to recent remarks condemning the Prosecutor-General’s initiative to maintain contact with the rebels. (TP)

NRC hands over 137 houses to the Government: The Norwegian Refugee Council (NRC) today officially handed over 137 houses at Mercado Becora to the Government of Timor-Leste. These houses were built with the cooperation of the Ministry of Social Solidarity and the NGO, Triangle GH. These transitional houses are for IDPs currently staying at the National Hospital. (TP)

Fransico Guterres: PNTL petitioners receive full Government attention: The State’s Secretary for Security, Francisco Guterres, said that two PNTL members currently gathered together with other petitioners in Aitarak Laran have already received the Government’s full attention to solve their problems. “They had been given a choice by the Government, whether they want to rejoin the PNTL or become civilians,” said Guterres. PTT MP asks Government to suspend martial art’s activities: PTT MP Jacob Xavier has asked the Government to temporarily suspend the activities of martial arts groups claiming that they cause too many problems. Mr Xavier argued that the activities could re-start once the Government had created regulations for the groups. (DN)

Peace Dividend Trust is an international NGO
headquartered in Canada.  PDT is dedicated to
making peace and humanitarian operations more
efficient, effective and equitable, delivering a
stronger peace and a larger peace dividend.  The
Timor-Leste project is funded by AusAID.

Responsibilities:

PDT requires a lateral thinking social
entrepreneur to manage a several service lines
across its Peace Dividend Marketplace project in
Timor-Leste – depending on skill set.  These activities include:

1.       tender distribution (center and a system
for dissemination of tenders to businesses)
2.       matchmaking (linking large international buyers with local sellers)
3.       micro-matchmaking; (linking
international buyers with local sellers in the districts)
4.       trade expositions:  (facilitation of sectoral trade expositions)

General responsibility is to manage national
staff teams and coordinate with other senior
staff in the execution of the designated range of
Peace Dividend Marketplace activities in Dili and
all districts. Line supervision is to the Country Director.

Specific responsibilities include:
* Managing and advising national staff.
* Building and maintaining key relationships
with Government, NGO, private sector and international agency stakeholders.
* With the national project associates,
organizing daily implementation of activities.

Minimum Qualifications:
·         Masters degree in a relevant field of study

·         Substantive field experience in post
conflict settings – preferably familiar with Timor-Leste context.
·         Must have ability to multi-task,

Context

The Peace Dividend Marketplace (PDM) project is
an innovative approach to increase the economic
impact, and the resulting peace dividend, of the
international aid and humanitarian presence in
Timor-Leste.  This project intends to expand the
local economic footprint of the UN and
international agencies while simultaneously
decreasing the operating costs of the
missions.  This can serve to channel additional
millions into the host economy, create jobs, and
build capacity. The PDM project will have five
main components: an online procurement directory,
matchmaking services, a tender distribution
center, and a training and outreach program, and
advocacy. This concept has been piloted in Kabul,
Afghanistan since 2005.  The Timor-Leste approach
has been adapted to local circumstances but remains similar in principle.

Former East Timor Refugees Demand Govt Attention

Thousands of former East Timorese refugees occupied the Belu
Legislative Council building in Atambua on Tuesday, demanding the
central government explain why assistance has failed to reach them.

This is the second such action staged by the group, who have chosen
to become Indonesian citizens rather than return to their home
country. The first incident took place last week when they occupied
the council building for three days, bringing activity at the
building to a halt.

The former refugees have demanded that President Susilo Bambang
Yudhoyono respond to their complaint, which was sent to the State
Palace in Jakarta by facsimile.

“We will stay at the council building until the government responds
as to when the due assistance for the former refugees was disbursed,”
Matheus BC Guedes, secretary-general of the Humanitarian Forum for
Indonesian Citizens, which consists of former refugees from East
Timor, said by mobile phone.

Matheus said the former refugees were owed an estimated Rp 80 billion
(US$8.80 million) in assistance over the last three years. The money
was originally earmarked for the social assimilation of 16,400 families.

“Each family should have received Rp 4 million. As each family was
given only Rp 503,000 in 2006, where is the rest of the money?” Matheus asked.

Commenting on the delayed disbursement of the assistance, head of the
East Nusa Tenggara Social Services Office, Frans Salim, said Tuesday
social assimilation funds for the refugees in East Nusa Tenggara
reached only Rp 40 billion.

The money would be distributed to eight regencies and cities –
Kupang, Timor Tengah Utara, Timor Tengah Selatan, Belu, Sumba Timur,
Sumba Barat, Alor and Kupang city — Salim said, adding that the Belu
regency alone received an allocation of only Rp 8 billion for 1,500 families.

What happened, Salim said, was that all refugees, including former
members of the Indonesian Military and National Police, and former
East Timorese civil servants, now living in Belu were demanding money
from the fund.

The money, he said, will be given only to former refugees who have
assimilated with local residents.

“It’s not for all former East Timorese refugees.”

About 2,000 additional families who are demanding a portion of the
assistance funds, Salim said they were not entitled to the money
because they did not register with authorities in 2005.

The protesters arrived at the council building in Atambua at 9 a.m.
by truck and motorcycle. They unfurled banners and demanded the
central government stop treating them as second-class citizens.

“We came to Belu not at our own request, but as political victims,”
Matheus said.

He demanded the government resolve the issue as soon as possible,
including providing the former refugees with housing and jobs so they
could properly raise their children.

Matheus said the protesters would not leave the council building
until they had received assurances their demand would be met.

Hundreds of policemen and soldiers have been deployed around the
council building.

In September and October 2007, a UNDP needs-assessment mission was fielded in Timor-Leste to formulate a draft multi-year project document with a budget for providing technical assistance to Timor-Leste?s independent media sector, in accordance with UNDP?s rules and procedures.
Most radio stations in Timor-Leste are staffed by volunteers who are young and unemployed. While there are many trainers offering curricula in radio, the technical aspect of community radio is often neglected.
The planned assistance will comprise primarily of the provision of technical support managed by UNDP Timor-Leste. Based on the project document, and taking into account its strategic position and impartial nature of work in the area of media development, UNDP seeks to recruit a UNV Radio Broadcast Equipment Trainer for the Media Development Project.
The UNV Radio Broadcast Equipment Trainer for the Media Development Project will deliver training to the Community Radio Stations in the Timorese Districts on installing and maintaining various types of transmission equipment, on studio environment or in the field, and support UNDP Timor-Leste in developing the independent media sector.
He/she will work under the supervision of the Project Manager. He/She will work in close coordination with media organizations, journalists and the international donor community in Timor-Leste.
The trainer must ensure that all the activities are effectively implemented in a timely manner in strict accordance to UNDP?s set rules and procedures.
 
Under the supervision of the Project Manager the UNV Radio Broadcast Equipment Trainer shall:
  • Prepare a training plan on technical/maintenance support to be delivered to Community Radio Stations in Timor-Leste?s Districts.
  • Train Community Radio Stations journalists/staff members on installing, operating, maintaining, repairing, upgrading and managing of a diverse range of broadcast technology equipment, including, broadcast consoles and other studio equipment, tools and software.
  • Train the radio producers in order to determine and achieve the desired effects for production, record, synchronize, mix, or broadcast media content for live performances or pre-recorded events.
  • Establish procedures for the operation and maintenance of studio and radio equipment.
  • Prepare a manual with standard procedures for the operation and maintenance of studio and radio equipment.
  • Establish the means to monitor and increase the technical capacity to record and store broadcast material.

Timor-Leste has experienced prolonged political volatility since the outbreak of conflict in April 2006. The presidential and parliamentary elections were held in April/May and June 2007, respectively. Following a second-round election, Jose Ramos Horta became the new President. With no single party gaining enough seats to form a government, the President invited a coalition, the Parliamentary Majority Alliance (AMP), headed by former President Xanana Gusmao to form the government, which took office in August 2007. The appointment of the AMP government sparked violent protests in the east of the country by supporters of the former ruling party, Fretelin, which claimed a right to govern as the party with the most votes polled, though lacking partners to form a majority coalition. Although the political unrest subsequently abated, President Ramos Horta was wounded in an assassination attempt in February 2008, in a plot that also involved an unsuccessful attack on the Prime Minister.

There are still about 30,000 displaced people living in camps in the capital, Dili, and another 70,000 in the districts in a total of 58 camps. Stabilizing the security situation thus remains of high priority for the new government. The United Nations has been requested to continue its presence in the country, backed by foreign troops.

The crisis compounded weak economic performance over the previous five years.
Implementation of the Government’s investment program remains constrained by delays in capital budget execution due to weak capacity. Private investment and job creation have also been weak, and inflation, which had increased to nearly 7 percent in 2006 in part reflecting supply disruptions, remained above 7 percent through much of 2007. In 2007, non-oil GDP is estimated to have expanded sharply, aided by higher government spending and the demand generated by buildup of the new UN mission. But this followed a contracting non-oil economy in 2006, when private activity was disrupted by the unrest, and some government departments were also temporarily closed.

The lack of productive jobs is a critical problem, which has exacerbated recent tensions. Only about 400 formal jobs per year were created in recent years versus over 15,000 annual entrants to the labor market, and youth unemployment in Dili is estimated to have risen to 40 percent following the crisis. The majority of the population depends on subsistence agriculture, and large segments face seasonal food shortages. According to a recent report by FAO/WFP, up to 220,000 Timorese were projected to be in need of food assistance during the lean months of October 2007 to March 2008.

Rapidly growing petroleum revenue, reflecting global price trends and increased production, has contributed to large budget and current account surpluses, of over 300 and 200 percent of non-oil GDP, respectively. These surpluses are projected to increase in the medium term as revenue and royalties from offshore oil and gas fields continue to grow. Deposits accumulated in the Petroleum Fund reached nearly $2 billion by end-2007. The rising petroleum revenue has meant that “sustainable” budget spending is presently estimated at over $300 million per year.

A critical challenge for the new government is to improve budget execution so that legitimate spending priorities, as reflected in annual budgets, can be better realized. In the short term, increased government spending will be the primary mechanism to revive the domestic economy on a sustained basis. There is also an urgent need to develop a social safety net to provide support to the poor and vulnerable segments of the population. Success in these efforts would help the challenges of rebuilding trust and addressing the security situation and the rule of law, while addressing the basic humanitarian needs of the displaced population.

multi-donor program aimed at strengthening the planning, budgeting, public expenditure
management and revenue administration for growth and poverty reduction, in Timor-Leste.

The program encompasses expenditure, revenue, and macroeconomic functions, together with
support for executive management of the Ministry, Ministry-wide systems, and program
implementation.

The PFMCBP is executed by the Government of Timor-Leste and managed and implemented
by the Ministry of Finance. The World Bank is the key supporting agency.
The PFMCBP is searching for an international Advisor based on the following terms of

Background

1. Since the restoration of independence in 2002, the Government of Timor-Leste (GoTL)
has made steady progress in building its public financial management system. The
Government is conscious of the key role of the public financial management system for
growth, service delivery and poverty reduction. Similarly, it recognizes the current
fragility of institutions responsible for formulating plans, budgeting, budget execution,
revenue collection, monitoring and audit in the face of the huge challenges posed by the
rapid expansion of the budget and increased petroleum sector activity.

2. Early capacity building initiatives undertaken by the Government focused
understandably on getting the public financial management system up and running.
With such focus, the system that was established remains heavily reliant on the
presence of international advisers, who have largely focused on in-line performance
and, to a limited extent, on the transfer of skills.

3. With the 2006 entry of the 4th Constitutional GoTL, a more focused approach on
capacity-building is envisaged. This will be pursued without negating the scheme
adopted by its predecessor which went beyond the transitional substitution of
international for local expertise and focused on an integrated approach to institution
building that relies on the three pillars of capacity building: skills and knowledge;
systems and processes; and attitudes and behaviors.

4. Through integrated capacity development based on the three-pillar framework, the
objectives for the PFM function are (i) improved service delivery, both to internal
clients and to the public; and (ii) to create a sustainable Planning and Finance
Management (PFM) system that would be increasingly managed and run by national
staff, with the number of international advisers decreasing over time as national staff
take on increasing responsibility.

The Planning and Financial Management Capacity Building Program (PFMCBP)

5. The Government in late 2006 signed a multi-donor program aimed at strengthening the
planning, budgeting, public expenditure management and revenue administration for
growth and poverty reduction.
6. The PFMCBP was designed as a coordinated program of targeted capacity building in
planning and financial management, for financial management staff in the core
ministries responsible for planning and finance, the line ministries and in the districts.
The program encompasses expenditure, revenue, macroeconomic functions, together
with support for executive management, Ministry-wide systems, and other program
implementation related activities.
7. The program is managed and implemented by the Government of Timor-Leste (GoTL)
through Annual Action Plans and Annual Results Frameworks.
The Ministry of Finance
The Ministry of Finance is the Government’s main body responsible for the design, execution,
coordination and assessment of the policies defined and approved by the Council of Ministers,
along the areas of budget and finance and the Government’s annual planning and monitoring of
their programs. The Ministry’s responsibilities include:
.. Propose macroeconomic, monetary and exchange-rate policies, in collaboration
with the central bank;
.. Propose policies and draft laws and regulations on tax and non-tax revenues,
budgetary framework, procurement, public accounting, public finance, auditing
and control of the State treasury, issuing and management of the public debt;
.. Administer the petroleum fund of Timor-Leste;
.. Work in cooperation with the Ministry of Foreign Affairs to coordinate the
relationship of Timor-Leste with the donors;
.. Manage the external public debt, the State’s stakes in companies and external
assistance, coordinate and define its financial and tax aspects;
.. Manage the State’s assets, without prejudice to the powers of the Ministry of
Justice in terms of real estate assets;
.. Compile and publish official statistics;
.. Implement the budget allocated from the State Budget;
.. Draft the necessary regulations and perform financial control over the expenses
of the State Budget that are allocated to other ministries, in view of pursuing a
policy of granting greater financial autonomy to the services;
.. Look after the good management of the funds transferred from the State Budget
to bodies that are indirectly administered by the State and by the local
government bodies, through audits and monitoring;
.. Administer and promote international technical assistance in terms of technical
advisory for State bodies, except for the areas of human resources training;
.. Set up collaborative mechanisms with other Government bodies to improve
coordination along related areas of concerns.
In a recent report on the present status and challenges faced by the Ministry of Finance, it was
noted that the overall condition of the Ministry is fragile; that systems and procedures installed
in 2000-2001 require renovation; that technical assistance lacks integration and that its primary
capacity will depend on staffing key positions with qualified people.
The report recommended actions for the short term, through to the end of 2008, to improve the
effectiveness of the Ministry and ensure that it can play its proper role as the government seeks
to ameliorate the social and economic conditions of the country.
The Ministry, in response to this report’s assessment and recommendations, has deemed that
2008 will be a year of consolidation of basic functions, as well as the period in which the
ministry determines what needs to be done in the medium to longer term, 2-5 years, to improve
administrative capacity in finance.
The report made various proposals to improve transparency information sharing within the
MoF and with MoF’s clients. These proposals drew on experience in the Canadian Ministry of
Finance which promotes frequent consultation across the ministry as a whole, at the senior
management level and a form of cascading of such consultation throughout the ministry and
with major client groups elsewhere in Government.
The Senior Management Team
As an initial step in this restructuring process, a Senior Management team will be created
within the Ministry. The team will comprise of the Minister, the Chief of Staff, the Directors
and their Senior Advisers, as the case may be, of the four (4) major proposed management
modules (branches) in the Ministry, as follows:

Objective of the Assignment
The Technical Accounts and Payments Adviser will assist Treasury Officers by accomplishing
the tasks related to Accounts and Payments.
SCOPE OF WORK
In close coordination with the Head of the Treasury and the Director of the Program Services
Branch, the Technical Adviser shall, among others, perform the following:
• Help manage the workload of the Treasury pertaining to accounts and payment issues;
• Support the proper recording on accounting books and FMIS of expenditure and
revenue related with Districts, Line Ministries, Autonomous Organs and Embassies;
• Assist in all relevant matters arise from the management report of the external audit,
pertaining the district operations, embassies advances, reconciliation and revenues
collection;
• Support and advise the monitoring and control over the Embassies, District expenditure
and revenue, the maintenance of the districts’ registers, the accuracy of entries and the
correct use budget line items and accurate and timely reporting and proper
accountability of funds and followed by bank deposits into respective bank accounts.
• Train Treasury District staff members in order to establish sub-treasury offices to assist
in the decentralization process;
• Develop systems and assist staff on bank reconciliation procedures;
• Develop a strong and sound reconciliation bank reconciliation system for all revenues
of the Government of Timor-Leste;
• Evaluate and update the revenue procedures;
• Restore the full function of use of single bank account;
• Conduct workshops and seminars, train and assist national staff in on all matters
relating to accounting, payments, book register and reconciliation;
• Provide managerial and administrative support to ensure the efficient and clientfriendly
function of the Treasury;
• Perform such other duties as may be directed by the Treasury, the Program Services
Branch and the Ministry of Finance.
Capacity Building Program/Activities
The Technical Adviser shall be required to address the transfer of skills that the Timor-Leste
incumbents are expected to acquire through on-the-job training, coaching and mentoring,
among some:
• Develop skills in design and development of Accounting systems;
• Develop competencies in payment procedures;
• Acquire skills in bank reconciliation procedures and methods ;
• Hone skills in numeracy, financial, accounting, audit and managerial competencies;
• Develop familiarity with computerized accounting applications.
Reporting and Schedule of Deliverables
Within the first fifteen (15) working days of the assignment, the Technical Adviser shall
prepare and submit to the Treasury Head, copy furnished the PIO of the PFMCBP, an
implementation work plan together with details of work activities to be accomplished within
the duration of the contracting period. Incorporated in the work plan are specific training,
behavioral and system needs based on the identified areas vital to the deliverables.
This implementation work plan along with its detailed work activities and capacity building
requirements shall be discussed, agreed upon and accepted by the Treasury Head before
implementation.
The Adviser shall then be expected to provide and submit monthly and/or quarterly status
reports, as will be agreed upon in the Unit, on the progress of the completion of the work plan.
At the end of assignment, the Technical Adviser on Accounts and Payments shall submit no
later than five (5) working days before the end of the current contract, an end of assignment
report summarizing work undertaken against the TOR tasks, the degree to which the work has
concluded, and a statement of outstanding tasks, including recommended actions for
consideration by the Client.
Performance Indicators
The satisfactory implementation of the approved implementation work plan by the Technical
Adviser, in accordance with the set out objectives of the PFMCBP.
Performance Evaluation
This position is subject to a regular performance evaluation, the frequency of which will be
established later on, to ensure satisfactory progress in the implementation of the core functions
of the position. The performance evaluation shall be undertaken by the Program
Implementation Unit of the PFMCBP in close coordination with concerned units and branches
of the Ministry of Finance.
The performance of advisers will be monitored and assessed using a harmonized performance
assessment system, and will be based on the government’s three-pillar approach to capacitybuilding
and will take into account the impact of the adviser on capacity of local staff and their
increasing ability to take full responsibility for tasks. Adviser performance will also include
feedback from a range of colleagues.
Facilities to be provided by the Client
The Client shall make available to the Consultant, for the purpose of the Services and free of
any charge, suitable work space including access to other basic office supplies and equipment,
for duration of the Assignment.
Institutional and Organizational Arrangement
The Consultant shall work under the supervision of the Head of Treasury, the Director of the
Program Services Branch and the Minister of Finance.
Qualifications and competencies
• Bachelor’s Degree/ Advanced Diploma in Accounting, Finance and Management.
• At least 5 years technical experience working in accounts and finance particularly in the
areas of payments, receipts and accounts. Experience with the public sector
• Proven managerial and leadership capability
• Demonstrated strong knowledge on integrated accounting systems, such as Freebalance
is an asset.
• Excellent command of English language both spoken and written. Willingness to learn
a second language used in Timor-Leste.
Other Technical and Management Competencies
• Minimum 9 years experience in supervision, control and implementation of government
accounts and treasury functions specifically in the areas of government payment, receipts,
reconciliation, and external & internal audit.
• Knowledge and understanding of International Public Accounting Standards and
procedures.
• Experience in imparting training and conduct of workshops and seminars.
• Experience in computerized government accounting systems.
• Work experience in a developing country particularly in Timor-Leste or in multicultural
international organizations would be an advantage.

Kisah pegawai sapu ijuk

Alkisah di negeri Cina ada seorang gadis muda yang bekerja di sebuah pabrik sapu ijuk, sebut saja namanya Nana. Gadis muda ini mulai bekerja sejak berumur 12 tahun di pabrik sapu ijuk ini sampai sekarang berusia 15 tahun, mulai memasuki masa-masa remajanya. Suatu ketika ketika Nana sedang mandi sangat terkejutlah ia ketika Nana memperhatikan daerah di bawah perutnya yang ternyata bermunculan banyak rambut hitam tebal serupa ijuk. Setelah mandi Nana sangat stress memikirkan hal ini, dia menduga pasti ijuk yang sering dikerjakannya setiap hari di pabrik ijuk telah meracuni badannya dengan virus berbahaya sehingga daerah dibawah perutnya muncul banyak sekali ijuk.
Keesokan harinya melaporlah Nana kepada manager di pabrik ijuk tempat Nana bekerja.
“Pak manager, mohon maaf saya ingin segera mengundurkan diri dari pabrik ini.”
Sang manager pun sangat terkejut dengan keputusan Nana ini, sebab dia tahu bahwa prestasi kerja Nana sangatlah mengesankan dirinya selama ini. Bertanyalah sang manager kepada Nana,
“Nana, ada apa yang terjadi sehingga membuat kamu ingin mengundurkan diri.”
Tetapi Nana tidak mau mengatakan alasan apa yang menyebabkan Nana ingin mengundurkan diri kepada Managernya, Nana tetap bersikeras ingin mengundurkan diri. Bertambah bingunglah sang Manager, dan pada akhirnya sang Manager memutuskan menunda permintaan pengunduran diri Nana hari itu dan Nana kembali bekerja lagi. Selama di kantornya sang Manager bingung luar biasa menerka-nerka apa yang menyebabkan Nana ingin mengundurkan diri.
Keesokan harinya Sang Manager kembali memanggil Nana ke ruangannya, lalu dengan rasa penasaran yang menggebu-gebu sang Manager terus menanyai Nana apa penyebab Nana ingin mengundurkan diri. Setelah berulang kali bertanya, akhirnya Nana pasrah juga dengan pertanyaan sang Manager ini.
“Oke lah Pak, sebenarnya saya ini sangat takut bekerja lagi di pabrik ini.”
“Lha Na, kamu sudah lebih dari 3 tahun bekerja di sini, tetapi kenapa tiba-tiba kamu ingin mengundurkan diri?”
“Umm….sebenarnya saya takut Pak, setelah bekerja sekian lama saya baru menyadari bahwa bekerja di sini telah membuat saya terinfeksi penyakit yang diakibatkan oleh ijuk-ijuk ini Pak.”
Sang Manager sangatlah terkejut dengan pernyataan Nana ini, bertanyalah ia kepada Nana,
“Hah…selama saya bekerja disini saya tidak pernah menemui penyakit seperti ini. Katakan penyakit apa yang sedang kamu alami Na!”
“Nih Pak coba lihat ini, ijuk-ijuk sekarang tumbuh di sini Pak, bagaimana ini bisa terjadi pada saya…” ujar Nana sambil membuka rok dan celana dalam yang dikenakannya di depan sang Manager. Sang Manager bukannya terkejut tapi cuman senyum-senyum saja, lalu dia pun berkata
“Ah kalo cuman segitu sich belum seberapa Na.”
Nana sangat terkejut juga dengan perkataan sang Manager, dikiranya sang Manager akan terkejut tapi sang Manager malah menganggap remeh penyakit itu.
“Maksud bapak bagaimana toh? Saya ini jadi bingung…??” tanya Nana.
“Ah kalo cuman numbuh ijuk segitu sih gak seberapa Na…nich coba lihat punya bapak…” ujar sang Manager sambil membuka celananya dan memperlihatkan isinya kepada Nana. Nana sangat terkejut apa yang terpampang didepannya itu. Lalu sang manager berkata lagi:
“Kalo cuman ijuk yang keluar sich belum apa-apa Na, nich lihat bapak sekarang ampe gagang-gagangnya ijuk dah nongol.”
Nana setelah mendengar pernyataan dan melihat ‘gagang’ ijuknya sang Manager langsung jatuh pingsan dan setelah sadar langsung meminta pengunduran dirinya keesokan harinya kepada sang Manager…

Timor-Leste: UN and partners appeal for $33.5 million for recovery efforts

31 March 2008 – The United Nations and
non-governmental organizations working in
Timor-Leste are seeking $33.5 million to help the
country’s most vulnerable, including internally
displaced persons (IDPs) and those most at risk from natural disasters.

Finn Reske-Nielsen, the UN’s Humanitarian
Coordinator for Timor-Leste, said that funds
raised will complement those already committed by
the Government toward projects outlined in the
Transitional Strategy and Appeal.

“The Government of Timor-Leste has committed $15
million in 2008 to address IDP issues,” said Mr.
Reske-Nielsen. “These financial resources
constitute a significant and increased commitment
of the Government towards these issues. However,
further donor support to the Government’s efforts
will be valuable to help meet its shortfall.”

The funds will support some 67 projects in three
strategic areas: continued emergency assistance
in IDP camps, supporting the Government’s
National Recovery Strategy and strengthening the
country’s ability to manage risk and impact from natural disasters.

While humanitarian assistance in the IDP camps
continues to be critical, the primary focus of
the Government and its partners this year is
early recovery initiatives that will facilitate
the return and/or resettlement of those that have been displaced.

Mr. Reske-Nielsen said that ongoing humanitarian
problems that stem from the crisis that erupted
in 2006 are complex and multi-dimensional with
social, economic and political roots.

The 2006 crisis, attributed in part to
differences between Timor-Leste’s eastern and
western regions, began in April with the firing
of 600 striking soldiers, a third of the overall armed forces.

Ensuing violence claimed at least 37 lives and
drive 155,000 people, or about 15 per cent of the
total population, from their homes. The Security
Council created the UN Integrated Mission in
Timor-Leste (UNMIT) in August that year to help restore stability.

“There is no simple or short-term solution, and
the experience of national and international
organisations along with the Government shows
that continued support to ongoing humanitarian
response and recovery efforts is vital to
reaching a sustainable resolution to the crisis,” Mr. Reske-Nielsen stated
